At the end of the day all cars in Japan are limited to 112mph anyway so having something stupendously quick is irrelevant over there. Add to that the fact that most major Japanese cities are hell holes of traffic and congestion and it doesn't add to upto much.
All major manufacturers of aftermarket parts in Japan are granted some form of outlook to the sizing of the the cars and their related components. Its nothing new. Honda do it, Mazda do it, Toyota do it etc. Its nothing to do with perception of anything. Its just you being cynical again. 
1. Most tuners remove the 112mph limit and very few enthusiasts cars won't have it removed. So that's irrelevant.
2. Japan is covered in a network of fantastically well maintained country roads, many of them mountainous. To argue your point is a bit like saying no-one in Los Angeles or London owns a performance car because they lack the ability to find a way out of the city to have fun.
3. You're claiming the CRZ is going to be popular because tuners are already producing parts for it. I'm saying that this fact means diddly squat because tuners in Japan produce parts for everything. Mugen CRV or Legend anyone? Someone must lack taste because they've made parts...
And I'm only cynical because someone has to be in the face of your relentless and blind optimism to all things Honda...
